Jesus Christ made salvation available. That's not an analogy, it's the truth. Jesus did his part, and if people want to be saved they must choose to believe. It's why we are to preach the gospel, it's why we are ambassadors for Christ: To give people a chance to hear the gospel so they can choose to believe.
No it is not. God requires about the least thing He could require of a person to save that person: faith. A works based salvation would be to require water baptism, doing sufficient good works, keeping the Sabbath, etc.

That's not true. God wants every person to be saved and come to the knowledge of the truth (1 Tim 2:4). He is not willing that any should perish, but that all should come to repentance (2 Pet 3:9). He wants the wicked to turn from their ways so they might live (Eze 33:11).

Rev 22:17) And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.
Are those "descriptive" rather than "prescriptive" too?

Perhaps you should meditate on the meaning of this text:
8 For by grace you have been saved through faith, and that not of yourselves; it is the gift of God, 9 not of works, lest anyone should boast. Eph 2:8-9
The Greek text makes it even plainer that even the faith required to believe is a gift from God and is not of ourselves...
