How and when does God know me according to His word?

How? 2 Timothy 2:19 Nevertheless the foundation of God standeth sure, having this seal, The Lord knoweth them that are his. And, let every one that nameth the name of Christ depart from iniquity.

When? 13 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,

Galatians 4:9 But now, after that ye have known God, or rather are known of God, how turn ye again to the weak and beggarly elements, whereunto ye desire again to be in bondage?

It sounds like you are asserting that God does not know us at all before we believe in Christ.

Does He? If so, how does He know us, according to Scripture? Maybe, it's not knowing us as a child of His until we trust Jesus? Your thoughts?

To "know" can have many meanings.

It can mean to simply have a knowledge of something.

It can mean to have some intimate relation to somebody.

It can even mean to have a sexual intercourse.

----

Your choice of verses is about being his child, his people, his elected ones.

So, God does not know us as one of His children until we hear and trust in the gospel of His Son.:)

We are not His children until we are born of Spirit.

Not only that, God does not know us as a child, or as you would say, one of His "elect" until we believe.

I am not sure what you think you are saying by this.

a) that we do not have such position (as His child) in His sight?

b) or that God lacks some kind of information about us and about our future?

b) is ungodly.

Simply said, we are never to judge unto condemnation. Some are disobedient by God's will.........only He knows.

Some pagans have the truth inscribed on their hearts...........

Just because a person (even I) believes he is aware of certain truths does not authorize him to judge anyone else as undeserving in the sight of our Father.

You know, all, there are people whom you care for who do not confess Jesus, yet........God gives us mercy and grace, so, it is free for us to spread it around............

Some are disobedient by God's will.........only He knows.
If some are "disobedient by God's will", how can He hold such as culpable for their sin? .. cf James 1:13-17. Perhaps I am misunderstanding what you are saying however? If so, please explain. Thanks!
Some pagans have the truth inscribed on their hearts...........
Only "some"? .. e.g. Romans 2:12-15.
Just because a person (even I) believes he is aware of certain truths does not authorize him to judge anyone else as undeserving in the sight of our Father.

You know, all, there are people whom you care for who do not confess Jesus, yet........God gives us mercy and grace, so, it is free for us to spread it around............
And we are 'commanded' to do so as well, yes :) .. e.g. Mark 16:15.

........James 1
.........13 Let no one say when he is tempted, “I am being tempted by God”; for God cannot be tempted by evil, and He Himself
.........does not tempt anyone.
.........14 But each one is tempted when he is carried away and enticed by his own lust.
.........15 Then when lust has conceived, it gives birth to sin; and when sin is accomplished, it brings forth death.
.........16 Do not be deceived, my beloved brethren.

.........17 Every good thing given and every perfect gift is from above, coming down from the Father of lights, with whom there
.........is no variation or shifting shadow.

God knows you from your mothers womb. It's when you seek God and find him. He don't find you, you find him.

It's clear from Scripture that God knows the hearts and thoughts of all people, saved and unsaved:

Psalm 94:11 The Lord knows all human plans; he knows that they are futile.

Psalm 119:168 I obey your precepts and your statutes, for all my ways are known to you.

Psalm 139:1-16

Isaiah 29:15 Woe to those who go to great depths to hide their plans from the Lord, who do their work in darkness and think, “Who sees us? Who will know?”

Luke 16:15 He said to them, “You are the ones who justify yourselves in the eyes of others, but God knows your hearts. What people value highly is detestable in God’s sight.

Acts 15:8 God, who knows the heart, showed that he accepted them by giving the Holy Spirit to them, just as he did to us.

1 Corinthians 3:20 and again, “The Lord knows that the thoughts of the wise are futile.”

"By this we know that we know Him: that we obey His commandments." 1 John 2:3
That is the demonstrative evidence that we know Him. 1 John 2:3 - By this we know that we have come to know Him (demonstrative evidence), if we keep (Greek word "tereo" - watch over, guard, keep intact) His commandments.

John 17:3 - And this is eternal life, that they may know You, the only true God, and Jesus Christ whom You have sent (which is an intimate, experiential knowledge, found only in a relationship). The term "know" implies intimate, experiential knowledge, through a relationship with Him, not merely theoretical knowledge.

How does God know those who are His? "Well, He just knows because He's God." What saith the Scripture?

2 Timothy 2:19 Nevertheless the foundation of God standeth sure, having this seal, The Lord knoweth them that are his. And, let every one that nameth the name of Christ depart from iniquity.

If you don't have His seal, the Holy Spirit, God does not know you. One day, you may hear these words, depart from me you worker of iniquity, I never knew you.

Maybe even before that :) Speaking to the saints of God, the Bible tells us all that:

.........Ephesians 1
.........4 ..He chose us in Him before the foundation of the world, that we would be holy and blameless before Him. In love
.........5 ..He predestined us to adoption as sons through Jesus Christ to Himself, according to the kind intention of His will,

.........6 ..to the praise of the glory of His grace, which He freely bestowed on us in the Beloved.

We, who are His, are loved with an everlasting love. IOW, God has ALWAYS loved us (loved us from everlasting, that is), & He always will :) IOW, there was never a time in eternity past that we were not known by our loving, Abba, Father.

Has it occurred to you that God is quite capable of using a word in more than one sense?

You left out verse 3 which is the context of the passage.

3 Blessed be the God and Father of our Lord Jesus Christ, who hath blessed us with all spiritual blessings in heavenly places in Christ:

The spiritual blessings is the context. Before the foundation of the world, God chose to bestow these spiritual blessings through Jesus Christ, to those in him. God did not choose us to be in Him. Calvinists love to rewrite the Bible to fit their RCC agenda. No Calvinist was there at the foundation of the world, but Jesus was.

Allow Scripture to define the word, not man's made up dictionary.

If the word "know" means to know as a child, the passage is still telling us that God did not know anyone as a child before they believed upon Jesus. John Calvin wouldn't like to hear that.
