Sin is any offence which is against God.
Sin begins in the heart.
Matthew 5
27Ye have heard that it was said by them of old time, Thou shalt not commit adultery:
28But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart.

"Let no man say when he is tempted, I am tempted of God: for God cannot be tempted with evil, neither tempteth he any man: But every man is tempted, when he is drawn away of his own lust, and enticed. Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death."
So an offense against another person, rather than against God, isn't a sin?
Whatever is not of faith. Whatever offends God's holiness or righteousness. Sin was an archery term in Greek. It meant to miss the target.

Jesus offended people all the time.
And what about sins of omission?
It's actually a term of art. It's an archery term that literally means "To miss the mark". The mark, in the case of God, is manifold but can be summarized in "And this is eternal life, that they may know You, the only true God, and Jesus Christ whom You have sent" and "Those who are led by the Spirit of God are the sons of God".
True. But it does offend some people. There are occasions when offense against others isn't sin.
Romans 9:33
“As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on him shall not be ashamed.”
1 Peter 2:8
“And a stone of stumbling, and a rock of offence, even to them which stumble at the word, being disobedient: whereunto also they were appointed.”
Jesus Christ lays a stumblingstone and rock of offence; Jesus Christ is not the offence.
1 Peter 2:8 suggests otherwise. So does Matthew 11:6...blessed are those who are not offended in Me. Some people are offended by Christ. It's also the point of Matthew 10:34 and following.
They hated Him. They hate us because of Him. He is the offense.
