The United States tops the ODA list in terms of the most money given and/or loaned as loans are included in the ODA definition as long as 25% of a loan is a grant (e.g. free aid) and interest repayment terms meet ODA requirements at $30.46 billion USD in 2010.
By contrast the UAE is far less than a billion and most of it goes to the Middle East. I also question how much of it goes to support Islamic terrorism.

Objection overruled. It was noted in a cable that UAE-based donors have provided financial support to a variety of terrorist groups, including al-Qa'ida, the Taliban, LeT and other terrorist groups. They also fund Hamas.

Couple of things wrong with this.
1. Saudi Arabia is not part of the UAE.
2. The cable does not speak of aid it speaks of Saudi Arabia controlling the flow of money coming from companies within Saudi.
Of course you would understand the US has a few skeletons in their closet on who receives their aid.
Sorry I read it too fast there is some UAE at the bottom. Still you will find every country has its skeletons.
I was briefly involved with a Kuwait charity organisation that provided electricity plant that got its energy source from garbage. I was based in Indonesia so I would approach the people of Bandung Indonesia about setting these up.

Modern psychiatry has become a hotbed of corruption, particularly the kind that seeks to demonize and declare mentally ill anyone who deviates from what is regarded as the norm. The so-called "condition" for why a person might choose to resist conformity has been labeled by the psychiatric profession as "oppositional defiant disorder," or ODD. The new DSM defines this made-up disease as an "ongoing pattern of disobedient, hostile and defiant behavior," and also lumps it in alongside attention deficit hyperactivity disorder, or ADHD, another made-up condition whose creator, Dr. Leon Eisenberg, admitted it to be phony on his death bed.
As you might suspect from this type of open-ended description, almost any personal behavior perceived by someone else to be undesirable or strange might be categorized as symptomatic of ODD.
This is how Christians were deemed "insane" because of their belief in God and imprisoned in mental institutions in the Soviet Union and China where terrible experiments were carried out on these very sane, moral, everyday people.

The Democrats would be standing on the footsteps of the White House SCREAMING for justice but because they're the ones doing it. *cricket* *cricket*.
Lol brother, the GOP can't attack Obama on executive orders due to how many Bush Jr. signed while he was in office. Ironically many of the executive orders Bush put into place Obama strengthened with his own exec. orders. And of course all are pretty unconstitutional, but meh, me thinks the GOP and Dems gave up on the Constitution a long long time ago.
Also on the topic of foreign aid to anyone, while yes much foreign aid is corrupted and pissed away, I think if it's only a few billions annually and keeps our alliances strong, its a pretty worthy investment. One of the few spendings the US does that we actually get tangible and positive results for, and compared to the vast spending done elsewhere its quite cheap by comparison.
EDIT: though in terms of Saudi Arabia and UAE, Saudi Arabia regime very bad indeed. If it weren't for our Christian brothers that need that aid I'd advocate cutting that dark land off completely. Also UAE might be its own coutnry, but take a look at the map and history. UAE is little more than a Saudi vassal state as are all the countries on the arabian peninsula. One of the most open secrets in modern history/geo-politick.

Just about every president in US history has used the Executive Order to one degree or another. What always concerns me is not how many they've issued since neither Bush Jr. (291) nor Obama (175) come even close to the number some past presidents have issued (FDR issued over 3,500; Teddy Roosevelt, Wilson, Coolidge, Hoover, and Truman all were close to or over 1,000), but what those orders pertain to.
Unfortunately Obama (a former Constitutional Law Professor who knows better) has all too often used the Executive Order to bypass the Legislative process outside of his constitutional authority. Any high school graduate in the US should know that the Legislative branch writes the law, the Executive branch enforces the law, and the Judicial interprets the law. In the past year Obama has used his pen multiple times to roll back legislated dates for the implementation of ObamaCare thus completely usurping the legislative process. His constitutional obligation is to enforce that law in it's entirety (regardless of how much I despise the law), or appeal to Congress to re-legislate those dates.
The funny thing is during his first campaign Obama blasted the Bush Administration for legislating via executive order and promised that his administration would not abuse the executive authority in this way. Just like he promised that his administration would be the epitome of transparency and he reneged on that. In congressional investigations into Benghazi, Fast and Furious, the IRS scandal, etc. representatives of this administration have refused to cooperate time and again (so much for transparency).

The individual had scheduled an upcoming flight into the U.S., according to an announcement issued by the senator.
The person was believed to be a member of the Muslim Brotherhood and a close associate and supporter Hamas, Hezbollah, and the Palestinian Islamic Jihad, according to the mail exchange obtained by Grassley’s office. The terrorist suspect had also been in secondary inspection “several dozen times of the past several years,” the agency emails reveal, but had not undergone a secondary inspection since 2010. This seems to imply that the suspect has been on the U.S. government’s radar for some time.
It gets better. The DHS emails also reveal that this particular terrorism suspect has actually taken legal action against the U.S., presumably because authorities violated the hands off policy. The subject “has sued CBP twice in the past and that he’s one of the several hands off passengers nationwide,” according to the DHS emails obtained by Senator Grassley’s office. The documents go on to say that the terrorist’s records were removed and that the DHS Secretary (at the time Janet Napolitano) was involved in the matter."
