A most excellent verse. Notice what it says. Paul didn't bring the law of Moses to those who were without the law of Moses, but he became as one not having the law of Moses in hopes of winning to Christ those who were without the law of Moses. And those who he won to Christ who were without the law of Moses weren't without law to GOD because they were subject to the law of Christ.
That would explain romans 2:14-15
Romans 2:14 For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves:
Romans 2:15 Which shew the work of the law written in their hearts, their conscience also bearing witness, and
their thoughts the mean while accusing or else excusing one another
King David in a psalms explains the same thing
Psalm 51:10 Create in me a clean heart, O God; and renew a right spirit within me.
There is no excuse for a unbeliver or a sinner, the Book of romans clearly explains it deeper. As the lawless knowing they deserve death for the things they Do, not only continue to do them, they enjoy doing it.
and again the scripture say in another place
Romans 1:32 Who knowing the judgment of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them.
Those in Christ Jesus are not lawless they follow the Law of Faith
Romans 3:27 Where
is boasting then? It is excluded. By what law? of works? Nay: but by the law of faith.
Faith in Jesus Christ our Lord and Savior till the end scripture says, But we are not of those who shrink back to destruction, but of those who have faith to the preserving of the soul
Matthew 24:13 But the one who endures to the end will be saved.
