Cornelius a family of Christians. . worshipers of the true God who reveals himself through the scriptures. Three used to denote the end of the matter. men were sent as a apostles to Peter to receive the spiritual understanding of the parable. Peter encountered unbelievers when meeting Cornelius a believer and spoke the tongue of God the gospel.
While Peter was still speaking these words, (the tongue of God prophecy ) the Holy Spirit came down on all those who were listening to his speech. (not unknown noises) The Jewish believers who came with Peter were amazed that the Holy Spirit had been poured out as a gift also to people who were not Jews. They heard them speaking different languages (known) and praising God. (with a known language) Then Peter said, How can anyone object to these people being baptized in water? (a ceremonial law) They have received the Holy Spirit the same (not as a unknown tongue).. as we did!” So Peter told them to baptize Cornelius and his relatives and friends in the name of Jesus Christ. Then they asked Peter to stay with them for a few days..Acts 10: 44-48
After they were baptized with water as new members of the priesthood . . .men and woman from all nations they went out with the new tongue, the gospel of our salvation just as Peter was sent as a apostle...

Answer: THERE AREN"T ANY UNBELIEVERS. Cornelius
and his companions spoke in tongues, indicating that they were no longer unbelievers. Peter and his companions were believers. There were no unbelievers present. The "speaking in tongues" was NOT a sign to unbelievers, because there weren't any unbelievers there to observe the sign!
It's that simple. You're complicating it with your irrelevant esoteric additions. Your position that "tongues" are always a sign to unbelievers
cannot be correct, because it is not valid in this case.
