I agree that if a Christian lusts after someone for a considerable amount of time they are actually committing adultery, and it is even worst if they attempt a sexual encounter -- even if it fails the person will be guilty just the same.
I don't think, however, that lusting after someone for a few seconds or minutes is the same as committing adultery. If it were, nobody would be saved!

I believe there is different levels of sin and that sin is not "full grown" until someone commits it and then denies its a sin when confronted by God or His messengers...when people refuse to repent.
For example Adam and Eve never admitted it was their choice or asked for forgivness but blamed someone else.
People still do that today. Its hard to confess and ask for forgiveness but it's necessary to overcome sin by admitting its wrong and then asking God for help to learn another way of coping and living.
