BTG is short for Babylon the Great.
If you look at what Babel originally represented- it wasn't about religion- and how it parallels with the prophesied Woman (BTG), then you would understand why trying to limit it to Jerusalem and Rome is an exercise in futility.

John states the two witnesses were killed in Jerusalem

The woman represents the belief system of ancient Babylon. Which have been spread throughout the world and split up between all the cultures / religions of the past, to the present.
The seven hills / mountains represent the seven heads of the beast. Which are seven eras of ruling world powers of which this belief system, whether in entirety or in part, have been the core foundation of that society (which is why the woman is portrayed as riding the beast). Babylon being the 1st of the seven heads /world powers (with Nebuchadnezzar as king). Who is also the first beast in Daniels vision (The lion with eagle wings). As well as being the head of gold in Nebuchadnezzar's dream as well.
Rome represents the 3rd, 4th, 5th and 6th heads of the beast. Who is also the third beast in Daniels vision (The leopard with 4 heads). As well as being the belly and thighs of bronze in Nebuchadnezzar's dream also.

The scarlet woman on the scarlet beast in Revelation 17 is "temptation" revealed as a person. Satan was tempted and fell into temptation when he wanted to be like the Most High. Satan is the scarlet beast and temptation is the scarlet woman that rides and rules over Satan.
Even John "marvels" at her. We all "marvel" at temptation otherwise, we would not be tempted.
Jesus told us to "Pray that you do not fall into temptation."
There are layers of truth in the scriptures. What I think could just be a layer and others may have insight into other layers.
