Mental or physical? It is spiritual, as we that have recieved the "
free gift of God" (His
"holy Spirit"), are "
born again". The mind and body, (mental and physical) are also transformed by this but it is of a spiritual nature. This is what Peter means when he says "being "
born again" of a
incorruptible seed". All men who have been
anointed with the holy Spirit will live forever and be with Christ when he redeems us, but those who have went to sleep (the world says died, "for all flesh is as grass, and all the glory of man as the flower of grass. The grass withereth, and the flower thereof falleth away:"), with this
anointing of the holy Spirit, will live again. Praise be to God our Father and Yahoshua (Jesus) Christ forever for this friend!
In 1Peter1-25, Peter is addressing the "
Elect" of God who have
received the promise of the holy Spirit "
the Comforter" mentioned here by Yahoshua (Jesus) Christ;
1 John 14:
16And I will pray the Father, and he shall give you another
Comforter, that he may abide with you
for ever; 17
Even the
Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.

make our abode with him. 24He that loveth me not keepeth not my sayings: and the word which ye hear is not mine, but the Father's which sent me.
And Yahoshua (Jesus) Christ teaches us about being "
born again" (mentioned in 1 Peter1:23) and receiving the "
Comforter" or holy Spirit here with Nicodemus,:

9Nicodemus answered and said unto him, How can these things be? 10Jesus answered and said unto him, Art thou a master of Israel, and knowest not these things? 11Verily, verily, I say unto thee, We speak that we do know, and testify that we have seen; and ye receive not our witness. 12If I have told you earthly things, and ye believe not, how shall ye believe, if I tell you
of heavenly things? 13And no man hath ascended up to heaven, but he that came down from heaven,
even the Son of man which is in heaven. 14And as Moses lifted up the serpent in the wilderness, even so must the Son of man be lifted up: 15That whosoever believeth in him
should not perish, but have eternal life.
