Actually most of the above is correct. A person under age 16 can be in the left seat as long as the PIC is in the right seat. It is quite common for someone to celebrate a 16th birthday by making his/her first solo. I know of no "solo licence". A person either has a private or commercial certificate (or ATP). I have flown many GA planes and have never heard of a solo license.
