A few verses on Baptism, I could find:

I imagine infant baptism is more of a profession of the parents' faith and commitment to train up the child in a godly household.
You're right--an infant would seem not have the mental ability to make a decision.
Now, I'm recalling scriptures which prompt us to have 'faith like a child' (Matt 18:3).
And also recalling that God knows us before we're even born (Jer 1:5; Ps 139:13).
So, I guess I answer your question with a question: Does God begin working on an infant while the infant is still in its mother's womb?
