Please allow me to give an example:
A man named Quest was born with a contagious disease. Well, this poor man is suddenly in great trouble, because he is guilty of a crime in his country! For the leader of the country has decreed: "All men contaminated with this disease must die, because their disease is spreading to all the people."
Now, the leader of the country has two options. He can either offer Quest the medicine that cures his disease, or he can withhold the cure and condemn Quest to death.
Now then, if Quest fails to drink the curing medicine because it was denied to him, is he at fault? Surely he can not be at fault, for he was born with the disease and the medicine was denied to him. In fact, if the leader of his country had any compassion at all, he would surely offer this poor wretch the chance to be cured, and then Quest would be allowed to live, and his disease would stop spreading.
Of course, if the medicine is offered to Quest, but he refuses to drink it, then he is justly worthy of death.
