I know you didn't ask me but thought someone should answer these questions....
Does he give each new person the ability to fight of demons ? or the ability to say no to badness is it down to the believer to do this or do demons have powers that we dont ?
Each born again child has the power to stand against Satan and his minions and watch them flee,
I agree every person has a different measure of faith and even a small measure the size of a mustard seed can grow into a great tree. I loved your retelling of Moses and the 70 elders, but back to the questions.,,5 am here, sorry for the rambling,
We are each given spiritual armor. Someone quoted the verses earlier.
We each have the ability to say NO to sin. I can give you the vers that says God always gives us a way to say NO to temptation.
As for demons, we have the power of prayer. We tell God we need help and He sends His angels to get rid of the demon problem.
However we have to bandage the wounds and help tear down spiritual strongholds that war against the knowledge of God. We have to give them the Gospel and lead them to Christ.
Otherwise when we leave their presence and they don't receive the Holy spirit to protect and guide them, the demons will just return with 7 more of their demon buddies.

Elisha was surrounded by an unseen (invisible to most people) army of angels.
God is more powerful than most will acknowledge and He loves each and every one of His children.
If you knew that there were demons where you were sending your child, would you send protection along with them?
Are you more loving than God?
