Its a Christian axiom.
Peterson used American slang for The Message, and he admits he could have researched it better. But the phrase "as above, so below" is from a legendary (mythical) book of magic called The Emerald Tablet, part of the Hermetica, by a probably fictitious Hermes Trismegistrus.
I don't think he ever got a copywrite for it.
