These were NOT genuine believers in Matthew 7:22-23. These many people were trusting in their works for salvation and not in Jesus Christ alone. Faith in Jesus Christ (everyone who looks to the Son and believes in Him - John 6:40) for salvation is what they were missing. (Matthew 7:21) Jesus never knew them which means they were never saved. Are you seeing the light yet?
In regard to Acts 19:2, their answer to Paul's question, “we have not so much as heard whether there is a Holy Spirit” demonstrated that they did not yet believe on Christ Jesus unto salvation. Paul further asked, "into what then were you baptized? They said, “into John’s baptism.” Then Paul said, “John indeed baptized with a baptism of repentance, saying to the people that they should believe on Him who would come after him, that is, on Christ Jesus.” When they heard this, they were afterwards baptized in the name of the Lord Jesus. There would have been no need to re-baptize them if they had already believed on Christ Jesus unto salvation. These disciples of John needed further instructions to become believers on Christ Jesus then afterwards, they received the Holy Spirit after Paul laid hands on them (which is the exception, not the rule in every case of conversion).
Now in regard to being filled with the Holy Spirit, not in every case will someone speak in tongues.
In Acts 4:8, we see that Peter here was filled with the Holy Spirit and spoke with boldness to the rulers of the people and elders of Israel along with all who were assembled together there. (Acts 4:31) *Yet nothing is mentioned here about them speaking in tongues.
In Acts 7:55, after rebuking Israel, we see that Stephen was filled with the Holy Spirit and he gazed into heaven and saw the glory of God, and Jesus standing at the right hand of God, and said, “Look! I see the heavens opened and the Son of Man standing at the right hand of God!” (vs. 56) Afterwards, Stephen was stoned to death. *Yet nothing is mentioned here about him speaking in tongues.
In Acts 9:17, we see that Ananias laid his hands on Brother Saul and announced to him that the Lord Jesus has sent him so that he may receive his sight and be filled with the Holy Spirit. *Yet nothing is mentioned here about Paul speaking in tongues after something like scales fell from his eyes and he received his sight.
In Acts 13:9-11, we see that Paul was filled with the Holy Spirit and rebuked Elymas the sorcerer and announced to him that the hand of the Lord is upon you, and you shall be blind, not seeing the sun for a time. *Yet nothing is mentioned here about Paul speaking in tongues. So, speaking in tongues may be "an" evidence of being filled with the Holy Spirit but it is not "the" evidence in every case.

Matthew 7:22 Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and in thy name have cast out devils? and in thy name done many wonderful works?
JESUS says they say, HAVE WE NOT PROPHESIED IN THY NAME?
AND IN THY NAME CAST OUT DEVILS?
AND IN THY NAME DONE MANY WONDERFUL WORKS?

Acts 4:31 how many times does it have to be recorded? But if you want to think that fine with me.
Acts 7, What does that have to do with speaking in tongues? The question is without the Holy Ghost would they have seen what they seen?
Acts 9, Ananias was telling a story. He was baptized and it does not mention Paul being filled with the Holy Ghost BUT we KNOW HE WAS. He speaks about the Holy Ghost and what comes with it in 1 Cor chapter 14.
Acts 13, Yep just says Paul was full of the Holy Ghost, notes above.
