You believe like most religionist believe, that Justification before God is conditioned on man !
It is conditioned upon man's choice to follow Jesus. Jesus has made it possible for all men, but many shall choose not to follow Him. This is not complicated.

Who Justifieth the Ungodly

Rom 4:5

But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.
Did you note the bit about "his faith"? That means that he put his faith in Jesus.

Rom 5:6

For when we [The elect] were yet without strength, in due time Christ died for the ungodly.
He died for everyone, but not all shall profit. Did you think everyone was going to Heaven, or are you just trying to muddy the waters on purpose?

justification before God is conditioned upon what God tells us ... and here is what God tells us:

Romans 3:22 Even the righteousness of God which is by faith of Jesus Christ unto all and upon all them that believe: for there is no difference

...

Romans 4:

3 For what saith the scripture? Abraham believed God, and it [Abraham's faith] was counted unto him for righteousness.

...

23 Now it was not written for his sake alone, that it [righteousness] was imputed to him;

24 But for us also, to whom it [righteousness] shall be imputed, if we believe on him that raised up Jesus our Lord from the dead

...

Romans 5:1 Therefore being justified by faith, we have peace with God through our Lord Jesus Christ

I have discussed Rom 4:5 already, its about how God justified the ungodly.
Romans 4:5 But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.

Here is how Romans 4:5 appears your favorite version (Amplified):

But to the one who does not work [that is, the one who does not try to earn his salvation by doing good], but believes and completely trusts in Him who justifies the ungodly, his faith is credited to him as righteousness (right standing with God).
