Well this is a bit of a diversion from the main point that the angels who are being held for judgement are there for abandoning their Heavenly bodies and committed SEXUAL sin.
There are a couple of other assumptions in your post. You are assuming that ALL the fallen angels are currently in chains. Certainly the LEAD bad angel, although debatably unable to enter Heaven, is not in chains under darkness.
Read what Moses records from the Lord. Genesis 6:
4 There were [b]giants on the earth in those days, AND ALSO AFTERWARD, when the sons of God came in to the daughters of men and they bore children to them.
You are also assuming demons are the spirits of fallen angels. I believe, although admittedly inconclusive, that demons are the spirits of the destroyed Nephillim. There will be no resurrection for them. Not to life and not to hell.
Here is a good commentary I found explaining this issue:
NEPHILIM -- NO RESURRECTION
The Book of Isaiah says that the Nephilim and their descendants will not participate in a resurrection as is the portion of ordinary mortals. Isaiah 26:14 reads: "They are dead, they shall not live; they are deceased, they shall not rise." The original Hebrew word translated "deceased" here is the word "Rephaim." It would have saved a lot of misinterpretation if the translators had left the word as it was in the original. The verse actually reads: "Dead, they shall not live; Rephaim, they shall not rise." The Rephaim are generally understood to be one of the branches of the Nephilim, and God's Word makes it clear that they are to partake in no resurrection. But with humans it is different: all humans will be resurrected either to life or to damnation (John 5:28-29). (Note: the Nephilim had human mothers, but no human fathers, so they were not considered members of Adam's race. Only the members of Adam's race are offered redemption--the angels are not. Thus when they died the Nephilim spirits could have become disembodied and free to roam, seeking other bodies of men or animals to possess and dwell in. It has been suggested that this group of fallen spirits is responsible for the phenomenon of demon possession in the world today--ed.)
We have already seen that the Greek Version of the Old Testament (The Septuagint) translated "Nephilim" as "gegenes;" we shall now inquire how it translates "sons of God." In some of the manuscripts it is left as "sons of God," but in the others-- including the Alexandrian text--it is rendered by the word "angelos." This text was in existence in the time of Christ, but there is no indication that He ever corrected or queried it. Can we not assume from His silence that He agreed with the translation!

There were giants on the earth in those days, AND ALSO AFTERWARD, when the sons of God came in to the daughters of men and they bore children to them.
The same is happening today average or short people have sexual relationships together .Its called being unevenly yoked . Not in size but in spirit . If any man has not the Spirit of Christ whether they are Giants, average, or midgets. They simply do not belong to Christ.
The flood was to preserve the spiritual l seed "Christ" as a warning. Next he will destroy the whole first creation as rudiments of this world .
Isaiah 26:14 reads: "They are dead, they shall not live; they are deceased, they shall not rise."
They are the unbelievers( no faith) in respect to no new born again spirit .When their temporal corrupted spirit departs from the body of flesh, bodies of death . It returns to the Father of spirits. And their dead bodies of flesh and blood as rudiments of this world return to the dust . They will not rise to new spirit life in their new incorruptible bodies on the last day.
