That's true. John 3:16 doesn't say whosoever believes, but the ones who believe. So that verse is a description, not how to be saved, but of GOD's love that caused him to send Christ to save all of the ones who believe.

Sorry, But if you take context, You see Jesus is not only telling nicodemus how to be saved, But everyone of us. He also tells us who is saved and who is not. Those who look up to the cross in faith (the serpent moses lifted up saved those who trusted God and looked up on it)
